A new dry reservoir to protect Elbląg from flooding

The presentation will focus on the planned construction of a dry flood retention reservoir on the Srebrny Potok as part of the measures to protect Elbląg from the effects of heavy rainfall and flash floods. The background to the project, the results of hydraulic modelling, and a comparison of the original concept for the retention reservoir with the variant selected for implementation will be presented.
Particular attention will be paid to utilising the reservoir’s full capacity to temporarily absorb the flood wave. The further stages of preparing the project, its significance for residents’ safety, and the need to reconcile the flood protection function with environmental and social considerations will also be discussed.

Director of the Department of Investment and Renaturation at the State Water Management Authority (Wody Polskie). A graduate of the Warsaw University of Life Sciences, she has been involved in water management in the broadest sense since the beginning of her professional career. She specializes in the planning and implementation of water management projects, with a particular focus on renaturation efforts, increasing the resilience of water systems to climate change, and integrating nature-based solutions with traditional hydrotechnical infrastructure. In her work, she focuses on restoring the natural functions of rivers and river valleys, rebuilding landscape-scale retention, and improving the ecological continuity of watercourses.
She previously worked at the Institute of Meteorology and Water Management – National Research Institute, where she focused on hydraulic and hydrodynamic modeling of floods and analyses of drought phenomena.
Member of the Flood Resilience Recovery Task Force of the Committee on Water Sciences and Water Management at the Presidium of the Polish Academy of Sciences. She also participated in the work of the negotiating team on climate change adaptation and the loss and damage mechanism during the COP24 climate conference.
It promotes an approach that integrates flood safety, river restoration, and sustainable stormwater management, particularly in urban environments.
