Economist, graduate of the Warsaw School of Economics. He is qualified in the following areas: finances of municipal enterprises and municipalities, project management, consultancy on municipal service organisation systems and restructuring and privatisation of municipal business entities. Expert on the Act on Collective Water Supply and Collective Sewage Disposal, as well as on the pricing of wholesale sewage collection, appointed by the Office of Competition and Consumer Protection and the Court of Competition and Consumer Protection. In addition, he is an expert of the Supreme Audit Office in verifying applications for the approval of tariffs for collective water supply and collective sewage disposal.
From 2011 to 2012, he served as chairman of the board of directors of the Water and Sewerage Company. From 2012 to 2015, he was chairman of the board of the District Health Centre sp. z o.o. in Otwock.
